Cecil County Names New Health Officer with Top Credentials; State Opioid Program Cites Cecil as 2nd Highest OD Death Rate

NEWS ANALYSIS Cecil County will have a new, non-local Health Officer with impressive educational credentials and experience in public health issues, taking over an agency that has struggled to address the drug crisis even as a new state report shows the county again has the second-worst opioid overdose death rate in Maryland. Cecil County Executive Alan McCarthy has announced his selection of Lauren Levy, of Towson, as the new health officer, coming to the county from executive and research positions in public health with the University of Maryland School of Medicine and School of Law. She will replace Laurie Humphries, a veteran employee of the local Health Department, who has been the Acting Health Officer since Stephanie Garrity announced her retirement in mid-2018. BULLETIN: Cecil County Records First Fatality from COVID-19 Virus; Elderly Man Dies at Union Hospital

Cecil County has recorded its first fatality from the COVID-19 virus, which claimed the life of an 80-year old man at Union Hospital on Tuesday (3/31/2020), county sources said. Statewide, the lethal virus had claimed the lives of 18 people as of 10 a.m. on Tuesday (3/31/2020), according to a daily update by the state health department and the Governor’s office. However, those daily statewide and county-by-county figures on fatalities and confirmed cases of the virus, issued by the state at 10 am, have often lagged local health agency’s information by a day or more. The Cecil County fatality was recorded Tuesday afternoon. For example, the Tuesday morning state report listed positive-tests for the virus at 14 cases in Cecil County, but the Cecil County health agency report counted 16 confirmed cases in the county at that point. The state Health Department virus count, issued on Tuesday morning (3/31/2020), listed a statewide death count at 18 people, with a total state positive test result for the virus listed at 1,660 people. Scott, New Cecil County Attorney, Fumbles First Meeting of Hornberger’s New Ethics Panel; Clueless on Open Meetings Law, State Ethics Commission Role

NEWS ANALYSIS It was the first time that Lawrence Scott, an Annapolis political consultant and the new Cecil County Attorney, put in an official appearance at a public county meeting when he presided over the first session of the all-new membership of the county’s Ethics Commission on Tuesday 4/20/2021. It did not go well. First, the audio portion of the livestreamed meeting was muted for about the first fifteen minutes of the session, before an audience member was able to raise a ‘hand’ in the online format to advise that no one could hear the proceedings. When the audio was then enabled, Scott related what he said was the state of play thus far: approval of the meeting agenda, discussion of a list of members of county boards and commissions who had failed to submit a required ethics disclosure form, and a decision to send a letter to apparent violators giving them 30 days to submit the required forms.
